Bingo!

I have been reading Civil War (but no tie-ins, except some New Avengers), and while there are a number of cool shock and awe scenes, I feel like Millar has never read a good Spidey or Fantastic Four story. It just doesn't feel right. I don't feel the hook to this story... it feels more like "What If Tony Stark Went Crazy and Anti-Hero Homicidal?"

I think you nailed it with your observation that this whole registation thing just comes out of nowhere. Sure, issue #1 shows the events, but as a reader, I'm just not feeling it. The history of the Marvel U has seen all kinds of stuff like this before. The reaction towards registration, and the registration supporting heroes just feel too artifical.

You're 100% right, this would be a great Ultimate story, but in Stan Lee's 40 year old Marvel U, it comes across pretty fake.
