So I've been re-reading the Frank Miller Visionaries collection, when I noticed something odd in one of the issues. In the second-to-last issue in the book, #166 from September 1980, there is a text box on the bottom of the last panel promising an appearance of The Punisher in the next issue. However, that's not the case. The next issue, #167 from November 1980, is one-shot written by David Michelinie. The Punisher is not even alluded to. In fact, he doesn't show up again until #181, the infamous issue where Bullseye kills Elektra.

So my question is, what happened here? Was there a change of plans? The text box mentioned it being a "special issue" or something like that, so I have to wonder if maybe there was an annual or something else to that effect in which he appeared that wasn't part of the main storyline. It also may have something to do with #166 being McKenzie's final issue. Maybe he planned for Punisher but it was scrapped when lost his writing position?

The second explanation seems the most likely, but I was still curious and figured I would ask to see what you guys knew.

This issue eventually came out as DAREDEVIL #183, the infamous "Angel Dust" storyline. It originally had problems with the Comics Code.
