It sure does, though I suppose the only fluffy teddy bears involved were the ones in Dick's toy chest...
What I don't get is how this was in any way considered normal in the 50's. Sure, there's plenty of space between them, but why would they be sharing a bed at all? Bruce Wayne is loaded, can't he afford to give his "ward" a separate bedroom? And I get that they're supposed to have some kind of father-son relationship in this panel, but given the fact that Dick Grayson isn't a five-year-old who's scared of the dark, what business does he have sleeping in Bruce's bed?
And for "legality" (as they say over at scans_daily), here's a quote:

Oh, man! Maybe when it came to Batman and Robin, Dr. Fredric Wertham wasn't too far off the mark.
Moving on... I enjoyed a rather nasty, sexually charged little bit of dialogue in DD #108. FBI agent Moss tells Dakota North:
"...They're gonna put lots of NEW holes in that pretty little body of yours."
