Bullet is a covert agent of the U.S. government. One of his missions was to capture a terrorist who bombed an environmental group. The terrorist would later be released with no criminal charges filed against him. Matt Murdock found out about the scheme, but had to stand by and let Bullet take the bomber into custody. Later, Bullet was captured by Daredevil after killing a man with toxic waste in an attempt to frame environmentalists. Again, however, Bullet was released without being charged. Bullet has teamed with Bengal, Tombstone and others to fight the Marvel Knights. He recently tried to make a play on the vacated Kingpin territory, but it did not pan out.
